Update to Pryaxis, 2018 part 2
...
If there's one thing I learned in this exercise, it's that letting
people add random python scripts to the repo like gpltext.py that
promise to be easier than find and replace is a bad idea.

Updates the commandline parser to not be broken.

It should now correctly parse a commandline such as `["", "-flag", "-flag", "arg" ... "etc" ]`

Resolved a bug in CommandLineParser,

which caused servers started with a single argumentless flag to not parse the flag.
